Local Unit & Position Description

DNV is seeking a talented and motivated HSE Manager to join our Laboratories and Testing Department, ideally based at Spadeadam.

 

The Department has three test sites and a number of office and home-based staff providing design, verification and consultancy services. The largest test site, located in Cumbria, is a low-tier COMAH site which undertakes full-scale hazardous testing, including fires and explosions, for a wide range of global clients.

The purpose of the role is to ensure HSE management systems are appropriate and up to date, and to provide technical and management advice and support on the Health & Safety aspects and risks associated with the Departments test sites, assets, facilities, operations, and activities in terms of Industry best practices and compliance with relevant Regulations and Company Standards.

 

We’re looking for an experienced HSE Manager with good understanding of major accident hazards to take responsibility for liaising with the Department and wider Group’s HSE staff, ensuring appropriate policies and procedures are developed and applied.  The HSE Manager shall also develop and monitor performance indicators and report KPI statistics to managers as well as serve as an interface for a wide range of disciplines within the company.

 

Key accountabilities

 

You will be responsible for several tasks in the areas of operations, customer focus and people management, including:

  • Managing and supporting development, implementation and maintenance of the health and safety elements of the company’s HSE Management System
  • Advising on compliance with relevant applicable Health and Safety Legislation and Regulations.
  • Developing and maintaining Departmental HSE procedures.
  • Preparation, co-ordination and/or delivering HSE exercises and training materials.
  • Participating in project safety studies (e.g. HAZID and HAZOP).
  • Leading incident investigations, undertaking root cause analysis and communicating lessons learned.
  • Conducting Department HSE audits.
  • Attending meetings with existing customer network to promote HSE and be a DNV HSE ambassador, as well as providing HSE input to project tenders.
  • Providing help in developing and maintaining the HSE capabilities of the unit and providing expert guidance and on-the-job training to team members on projects
  • Initiating, facilitating and promoting HSE collaboration between teams across departments.

Position Qualifications

Essential:

  • Degree qualified in a relevant discipline (e.g. STEM).
  • NEBOSH Diploma.
  • Chartered member of a relevant professional institutional body.
  • Must be willing and able to obtain and maintain a U.K. SC Clearance, application for clearance will be assisted by DNV

Desirable:

  • Master’s degree in process safety.

 

Competency requirements, knowledge and behaviours

  • Excellent technical knowledge and experience in HSE and COMAH related matters.
  • Excellent knowledge of the key Safety Risks and Health related aspects associated with major accident hazard sites and their HSE management, including Safety Cases, operational and workplace risk management systems and processes
  • Experience of developing and reviewing HSE Safety Management Systems, Policies and Procedures.
  • Curious and solution oriented, with a keen interest and knowledge of offshore industry and project management.
  • Methodical and proficient project management skills: ability to proactively plan and co-ordinate key activities.
  • Adaptable and reactive with ability to manage multiple projects simultaneously and maintain high performance without compromising on quality, when working to challenging deadlines, with minimum supervision.
  • Excellent communicator to both specialist and non-specialist stakeholders – including the ability to write clear and concise reports. Able to robustly analyse and present complex solutions and ideas.
  • Good level of competence in the use of MS office package.
